Pennsylvania insurance exam guide (2026)
Last updated
The Pennsylvania Life and Accident and Health producer exams, from PSI's Pennsylvania candidate information bulletin and its content outlines in effect from March 1, 2026.
The exam at a glance
| Life Insurance (16-01) | Accident and Health (16-02) | |
|---|---|---|
| Scored questions | 100 | 100 |
| Unscored experimental questions | 5 to 10 may be added | 5 to 10 may be added |
| Exam time | 120 minutes | 120 minutes |
| Passing score | Minimum 70% | Minimum 70% |
| PSI exam fee | $45 | $45 |
The question counts and times come from the PSI outlines. The bulletin says the experimental questions "will not be scored and sufficient time to answer them is included in the examination time." It says "you must achieve a minimum score of 70 %" and that exam fees are not refundable or transferable.
PSI also offers a combined Life, Accident and Health exam (16-03): 150 questions in 170 minutes for $55, and the bulletin says you must pass the overall exam to get a license in either line. Our practice exams follow the two separate exams above. With the Bundle you also get a combined exam simulator: 150 questions in 170 minutes. PSI's combined outline gives each topic as a percentage, not a number of questions, so our number of questions per topic is an estimate.
Pennsylvania law on the exam
PSI says the exam includes Pennsylvania law. It is spread through the exam and you get one score, 70% to pass. Practice the Pennsylvania law questions: free Pennsylvania insurance law questions.

Scheduling and test day
- Where: the bulletin says to select your test, then the modality: test center or remote proctored. PSI's Pennsylvania page says testing is available at test centers and by online proctoring for eligible candidates.
- Tutorial: the bulletin says the time you spend on the tutorial, up to 15 minutes, does not count as part of your exam time.
- English as a second language: with a letter from an English instructor or a sponsoring company saying English is not your primary language, the bulletin says you "will be granted time and one-half to complete the examination."
Results and retakes
Your score is reported at the end of the exam and by email. A failing score report includes a diagnostic report of your strengths and weaknesses. The bulletin says "There is no limit to the number of times you may take an examination if you fail," but you cannot book a new appointment on the same day you took an exam.
Do I need a pre-licensing course in Pennsylvania?
Not under the current statute. 40 P.S. 310.4(a) says that before applying for a producer license you must pass the licensing exam for the lines you want. The pre-exam education rule that was in 310.4(b) was deleted by Act 142 of 2024, effective April 29, 2025.
